Each jurisdiction is audited field by field by a person; unverified fields are published as "Not yet verified", never blank. Every page carries a verification date and a review-due date; an overdue review blocks deployment. Daily, the guide is compared against the machine-readable rule set and any disagreement is raised for a person to decide — never auto-corrected.
