Per recipient: not more than 2 cases per calendar year, where a case may contain a maximum of 9 litres — i.e. a hard ceiling of 18 litres per Minnesota resident per calendar year. Recipient must be a resident of Minnesota age 21 or over. Personal use only, not for resale. No monthly sub-limit, no production-size tier, and no statewide aggregate cap.

Sales tax

Economic nexus only — collection is required once the seller makes 200 or more retail sales, or more than $100,000 in retail sales, from outside Minnesota to Minnesota destinations in the prior 12-month period. Below that, the Minnesota consumer owes use tax.

Record retention

Product registration

Probably not required, but NOT cleanly resolved. Minnesota's brand registration statute is facially broad and no regulator statement expressly exempts § 340A.417 shipments from it.
