S-1: $25/yr (R.C. 4303.232(A)(2)). S-2: $250 initial AND $250 renewal (R.C. 4303.233(G) as amended by HB 96, eff. 9/30/2025). Plus a $100 non-refundable application processing fee for both classes.

No. No surety bond reaches an out-of-state DTC wine shipper holding an S-1 or S-2 permit.

Volume cap

24 cases of twelve 750 mL bottles (i.e. 24 nine-litre cases = 216 L) per FAMILY HOUSEHOLD per year, aggregate across all shippers. No separate per-shipper, per-shipment or monthly sub-limit.

Per WINE GALLON (128 fl oz), state total incl. the $0.02 grape-industries tax: wine 4%-14% ABV $0.32; wine over 14% up to 21% ABV $1.00; vermouth $1.10; sparkling/carbonated wine and champagne $1.50. Cider $0.24 (S permits not named as cider taxpayers). Plus Cuyahoga County $0.32/gal on wine.

Record retention

3 years for liquor/excise records (R.C. 4301.47); 4 years for sales and use tax records (R.C. 5739.11). Plan to 4 years.

Product registration

Required — every product shipped to an Ohio consumer must be registered with the Division of Liquor Control, at a $50 product registration fee per new product, accompanied by the federal COLA

Approved carriers

Any carrier holding an Ohio H permit (R.C. 4303.22). Ohio publishes no list of approved carrier companies.
