House Substitute No. 2 for House Bill 187 was enacted on 15 August 2025 and took effect on 15 August 2026, creating a wine direct shipper licence and licensing common carriers to deliver to Delaware residents. The regulator opened common carrier applications that day and says it will activate the winery application once it has received them; as of 1 October 2026 the winery application is not open and the regulator's FAQ still says a resident cannot have alcohol delivered home.
Proposed amendments to Rule 909 (30 DE Reg. 138, 1 September 2026) would require shipper applicants to file their carrier and fulfillment contracts, the recipient to show a Delaware driver's licence showing 21 or older, and monthly shipment reports through the licensing portal. The comment period closed on 1 October 2026; the rule is not yet adopted.

Proposed Rule 909
Act 675 of 2025 (HB 1476, approved 16 April 2025) struck the requirement that a consumer be physically present at the winery to buy wine shipped to them, created a wine direct shipper licence open to suppliers and importers as well as wineries, and replaced the one-case-per-quarter limit with an annual cap counted in nine-litre cases. It also requires a TTB label approval for each brand shipped for the first time.
When the guide audited Arkansas on 1 August 2026, the Code of Arkansas Rules section on direct shipment (3 CAR § 2-704) had not yet been conformed to the act.

Act 675 of 2025
Since 1 July 2025, wine shipped direct to Maine consumers must comply with Maine's beverage container law. P.L. 2023, c. 252 repealed the exemption that had kept direct-shipped wine outside it.

From 1 January 2025 the Louisiana state sales-tax rate rose to 5%, under Act 11 of the 2024 Third Extraordinary Session; the Department of Revenue shows the rate running until 31 December 2029.

South Dakota's state sales-tax rate is 4.2%, and the statute already carries a second version, effective 1 July 2027, that restores 4.5%. Unless the legislature changes it first, the 4.5% version applies from that date.
