A spreadsheet and a calendar are how most wineries start: a row per state, a column per licence, renewal dates, filing due dates. For a winery shipping into a handful of states with simple rules, that can be enough. The question is where it stops being enough, and that depends less on the size of the winery than on what the spreadsheet is being asked to do.
It records what you hold and when it expires. It costs nothing, everyone can read it, and it fits a winery that ships into few states, files on a predictable calendar and has someone who owns it.
The rules change. States amend shipping laws, tax rates and filing requirements, and a spreadsheet only knows what someone last typed into it. Our own guide re-verifies every jurisdiction against primary sources on a schedule because the values do not stay put.
Caps do not count the way a row does. Some volume caps apply per household or address, and some count what the recipient has received from every winery, so a spreadsheet of your own shipments cannot tell you whether the next one fits.
Tax is by address, not by state. A direct shipment usually owes sales tax at the destination rate, often with local additions, so the right rate depends on where in the state the order is going.
Every state has its own calendar. Shipment reports, excise returns and sales-tax returns fall due monthly, quarterly or annually, some even with nothing to report. Each one is a reminder someone has to act on.
A spreadsheet records; it does not stop. It can tell you after the fact that an order should not have shipped. It cannot hold the order before it leaves.

Shipment reports by state
Count the states you ship to, the filings each one asks of you in a year, and the hours each takes. Then ask whether a club release could put a member over a cap without anyone noticing, and whether you would know if a rule changed. If the answer to either is "probably not", the spreadsheet is carrying more risk than it shows.
